As of Tuesday morning, hundreds of drivers in northern Virginia had been stuck in traffic for more than 15 hours on Interstate 95 due to a crash involving six tractor-trailers and several downed trees.
According to Virginia's Department of Transportation, both northbound and southbound lanes of 1-95 were blocked near Fredericksburg.
Motorists say they're running out of fuel for heating and have no food or water.
"There's snow everywhere. I need to keep the heat on," said Kiran Bose, a driver traveling with four others to Richmond. "I'm a quarter tank away from the end."
Officials are trying to clear the roads.
